Herrschaft/Amt Wilhelmsburg
Quasi-Güterdistikt Elbinseln
The Elbinseln were governed as adlige Güter until 1672, when they were acquired by the Prince of Lüneburg-Celle. Except for Neuhof, which joined Vogtei Altenwerder, they were initially governed as a Herrschaft. However, in 1705, the Electorate of Hanover converted the territory into an Amt. (I use the term “Amt” beginning in 1789, but add an * to acknowledge that the term applies only informally for part of the period covered.)
Wilhelmsburg itself was not recognized as a city until 1925.
